The Director of Leisure Services is responsible for the oversight of all Leisure Services operations, programming, capital projects, parkways, greenspaces and facilities for the City of Weyburn. The incumbent focuses on providing opportunities to improve the quality of life for Weyburn residents through access to high quality community leisure services, parks and facilities. The incumbent leads and develops a team of managers across a variety of programs that are directly responsible for, program and service delivery. The Director of Leisure Services provides guidance to the City Manager on all Parks and Leisure policies and programs, including influencing decision-making on capital projects. The incumbent will be able to identify and pursue opportunities for Leisure Services to benefit from the availability of provincial, federal and private-sector resources, including identifying partnership opportunities with other City departments.

Leadership

  • Plan for and oversee the recruitment, training, appointment and/or dismissal processes for the department, and actively participate in the recruitment process for direct reports.
  • Delegate and allocate work appropriately to meet the needs of the Rate Payer and other Leisure Services stakeholders.
  • Through effective feedback and performance management tools ensure employee performance and development meets the requirements of the City.
  • Provide guidance and support to employees in the development of facility programming.
  • Approval of all program plans for the department.

Operational

  • Develop and update long term community needs assessments, and long-term facility plans.
  • Work with Leisure Services Management Team to plan future requirements and forecast expenditures.
  • Prepare, secure approval for, and monitor departmental budgets.
  • Manage the tender process and reporting/presentations of same to open Council.
  • Provide requested reporting to the City Manager, Parks and Leisure Services Commission, and Council.

Administration

  • Development and analysis of policies and procedures for the department.
  • Monitoring ongoing agreements and contracts with user groups and service providers.
  • Grant writing and developing and proposing requests for sponsorship.

Leadership

  • Oversee the day-to-day responsibilities of employees and contractors, assigning coordinators to projects.
  • Providing technical guidance to engineering team, contractors and senior management.
  • Establish staff performance expectations and provide regular feedback from both informal and scheduled reviews.
  • Performance Management of direct reports.

Supervisory Management
Responsible for the direct supervision of 6 full-time employees: Facilities Manager, Parks Manager, Program Manager, Leisure Services Manager. Arts Curator, Leisure Administrative Coordinator.

Education & Experience Requirements

Education

  • Graduation from a recognized two-Year College or four-year University Degree program with a specialization in either Recreation/Facilities Management or Sport & Recreation Administration.
  • Local Government Administration (LGA) Certificate considered an asset.

Experience

  • Five (5) years of experience in a municipal recreation management environment.
  • Proficiency in Microsoft Office.
  • Familiarity with municipal accounting software is an asset.
