Position Summary:
Under the general direction of the Chief Administrative Office, the Leisure Services Director is responsible for the effective planning, administration, management and operation of the Town’s recreation administration and program services, in accordance with related legislation, policies and regulations. The Leisure Services Director participates in the development and implementation of operational planning as well as procedures, goals and objectives for Leisure Services. This role is accountable for the preparation and control of operating and capital budgets.
Responsibilities include providing recommendations and support to the Chief Administrative Officer (CAO) on matters relating to Leisure Services. The Director of Leisure Services will prepare reports/presentations and attend meetings as required, provide direct supervision and guidance to part time/seasonal recreation staff, and volunteers; be responsible for Town recreation services, participate in employee/labour relations, maintain safe work measures and provide leadership support for all recreation staff.
General Accountability and Purpose:
The Leisure Services Director
- Is the manager of the Parks & Leisure department of the Town of Foam Lake
- With guidance from the CAO, ensures that the policies and programs of the municipality are implemented
- Advises and informs the Council on the operation and affairs of the municipality;
- Performs the duties and functions and exercises the powers assigned to a Chief Administrative Officer by this and other enactments or assigned by Council
Key Responsibilities/Duties:
The foregoing description reflects the general duties necessary to describe the principal functions of the job identified and shall not be construed to be all of the work requirements that may be inherent in this classification.
- Oversee and provide direction for all recreation programs and administrative services, under the Leisure Services Branch; this does not include programs that are operated independently of the Town of Foam Lake – participation or administration of such programs are considered to be on a personal volunteer basis
- Responsible for the long-term recreation facility planning, including such things as updating parks or facilities.
- Responsible for overseeing all bookings and collections for Recreational Facilities, such as, Recreation Centre (Ice Rink and Curling Rink), Water Park, Camp Ground, Driving Range, Visitor Centre, and Ball Diamonds
- Responsible for Leisure Services Department bookkeeping, making authorized purchases, implementing programs, budgeting, correspondence, and arranging for or handling regular maintenance of facilities to ensure a high level of service
- Draft annual operating and capital budget present to Chief Administrative Officer by October 31st of each year, and present to Council if requested to do so
- Responsible for long range and strategic planning (i.e. drafting a five-year Capital Plan)
- Research and apply for Recreation related grants
- Update website / Town of Foam Lake social media as required
- Promote and Market the Town of Foam Lake and its activities/programs by advertising, magazines, signage, social media, website, newspaper etc.
In addition to the duties mentioned above, the Leisure Services Director is responsible for:
Recreation Centre / Rink
- Develop job description and expectations for Facility Operators
- Communicate with Facility Manager(s) and Operators as it relates to general operations
- Attend to issues/concerns relayed by the Facility Operators.
- Arrange for the repair and maintenance of the facility only if it cannot be handled by the facility operator.
- Arrange for the implementation of approved capital projects
- Arrange for regular health, safety, and fire inspections
Water Park
- Hire Staff
- Provide training to staff
- Develop job description and expectations for Facility Manager
- Work closely with Facility Manager to ensure the safe, effective operations of Water Park
- Attend to issues/concerns relayed by Facility Manager
- Arrange for repair and maintenance of facility
- Ensure Facility Manager is exercising internal controls
Community Hall
- Communicate with Facility Manager as it relates to general operations, facility rentals, and programs
- Attend to issues/concerns relayed by the Facility Manager
- Arrange for the repair and maintenance of the facility only if it cannot be handled by the Facility Manager
- Arrange for the implementation of approved capital projects
- Coordinate Leisure Services programs taking place at the Community Hall
- Arrange for regular health, safety, and fire inspections
Parks/Playgrounds/Marsh/Trails
- Work cooperatively with Public Works to ensure regular inspections of Parks/Playgrounds for optimum cleanliness
- Arrange for repair and maintenance at any public space
- Arrange Ball Diamond user schedule
- Work closely with Nature Trail Volunteers and oversee any projects being conducted at the Marsh
Visitor Centre, Campground, Driving Range
- Assist CAO with the hiring of Visitor Centre staff
- Provide training to seasonal Visitor Centre Staff
- Develop job description and expectations for Visitor Centre Manager
- Work closely with Visitor Centre manager for staff scheduling
- Ensure manager has implemented internal controls
- Work closely with Public Works to ensure the regular maintenance and cleanliness of Campground, Driving Range, and Mini-Golf.
- Arrange for implementation of approved Capital Projects
Special Events
- Arrange for the funding of Special Events in Foam Lake (i.e. Canada Day)
- Encourage community groups to participate and fundraise
- Arrange for special event activities
Desired knowledge, abilities and skills
- Sound knowledge of provincial and municipal legislation, regulations, and policies related to municipal recreation
- In depth knowledge of financial practices; internal control systems and procedures; budget management experience
- Excellent organizational skills with ability to handle multiple tasks, changing priorities, periodic heavy workload
- Strong written and oral communication skills with a skilled, confident, and flexible approach
- Ability to establish and maintain an excellent professional working relationship with CAO, coworkers, and members of the public
- Proven leadership skills demonstrating a positive and proactive coaching-mentoring style
- Interpersonal skills with the ability to work cooperatively and productively in a team atmosphere, showing initiative and drive
- Advanced computer skills and thorough knowledge of Microsoft Word, Excel, Canva, Adobe and Google.
Work Hours and Benefits
- This is a salaried position with an expected workweek of 40 hours, typically scheduled from 8:00 AM to 5:00 PM, Monday through Friday. However, occasional evening and weekend work may be required to meet operational needs.
- Salary range between $52,000-$65,000 per year based on qualifications and experience.
- The Leisure Services Director is entitled to other benefits as outlined in the Employee Handbook and Employment Contract
Leisure Services Board
As per bylaw 08-2024 the Leisure Services Director is also accountable to the Leisure Services Board. The Leisure Services Director is expected to attend meetings and communicate recommendations from the Leisure Services Board. The Town of Foam Lake and the Leisure Services Board work cooperatively to achieve the best possible recreation services for Foam Lake.
